TOKAM PROVIDES THE ATTENDANCE MONITORING SOLUTION FOR CORNWALL COLLEGE

- Student attendance capture and reporting

Established in 1929 to meet the training needs of local industry, Cornwall College (www.cornwall.ac.uk) has now grown to be the largest further and higher education college in the UK with over 59,000 students and an annual budget of £65 million.

The college is using Tokairo's TokAM Student Attendance Monitoring system - capturing data using paper registers, direct data entry via laptops and remotely via the Web. It is also using the TokAM EMA (Education Maintenance Allowance) module together with the EMASYS link to manage the college's 2,000 + EMA students.

When looking for an Attendance Monitoring Solution, Cornwall College identified several key drivers

"Previously, we had a traditional manual register system," says Cornwall College Information Systems Project Coordinator Seddon Kirk. "With such a large student body, we found that this generated vast amounts of paper. Physically collecting the registers and extracting information to produce management reports was time consuming and slow."

"This meant we were not always on top of some absence situations. From long experience, we now know that the quicker an absence problem is identified and the faster we take action to address it, we have a better chance of ensuring the student doesn't drop out. With government funding increasingly linked to attendance, it was essential that we tightened up monitoring and reporting."

"Quite apart from desiring an improvement for purely professional reasons, we have an obligation for auditing the attendance figure for the Learning Services Council's (LSC) auditing requirements. EMA also became a major issue last year and the key to administering it effectively with so many students was an automated solution - paper was too unwieldy and slow."

"EMA pays students up to thirty pounds a week which is a big encouragement for both students and parents - to attend all lessons - and it is vital that we support it. It helps to provide an attendance discipline".

"At the basic level, it wasn't initially a supplier choice factor," says Kirk, "but whether we should go for an electronic solution at all. We looked hard at going back to square one and considered the options but at the end of the day, a computer-based system was the only way we could achieve our objectives."

This was important to us because with the college mergers and eight campuses we provide education across the whole county."

It significantly reduces errors and allows us to produce management reports that, because they are more timely, are more useful. It cuts down on paper and resource-consuming manual administration."

Now we can have an accurate picture of the complete attendance situation and can compare figures across campuses, subjects, course types, and lecturer performance if particular classes have a problem. "Problems can be seen immediately and we can take instant action. Attendance absence is often an early sign that a student is struggling or has some other difficulty - health or some domestic situation. With TokAM, we can do something about it," says Kirk.

The EMASYS module enables users to automatically process and upload weekly payment data to EMASYS, the EMA payment body system -
(www.dfes.gov.uk/financialhelp/ema) It has full recognition and accreditation by the Learning and Skills Council (www.lsc.gov.uk/National/default.htm.)

Tokairo is the very first organisation to send and process weekly payments via the EMASYS link. Modestly priced, the module provides very significant time and cost savings and gives an extremely rapid return on investment.

In addition to savings achieved with it by Cornwall College, other users report similar rapid return on their investment. "It's definitely good value for money," says Shyamal Desilva, Redbridge College's Information Systems Analyst. "Until we started using it, I and the EMA administrator were spending two hours a day making the reporting decisions on TokAM, printing them out and then inputting onto EMASYS' website.
